The answer to that question is obvious. Anyone can say, 'Your sins are forgiven.' Of course, not everyone has the authority to actually forgive sins. Jesus proved that He did by healing the man to whom He had extended forgiveness, telling him to 'Get up and walk.' With that, He was making yet another claim that He was and is God, challenging the religious leaders of the day, and us. How will you respond?
